The Compliance Update is related to information contained in text messages that are sent to consumers when the Merchant is verifying the consumer’s entry of their mobile number into a web page and is relying on the consumers response to that text message(s) to agree to the charges and where the consumer may not have seen pricing or other relevant information that would affect their decision to purchase before that point or has not agreed to the charge before that point.
